OTTUMWA ANIMAL SERVICES - Wapello County: Animal-control chief's idea targets bad raccoons, not species Ottumwa's animal-services wildlife management officer may be pushing for a new raccoon ordinance that won't target coyotes and Red-tailed foxes but will dramatically increase license fees for problem wild critters. Instead of the standard $7 annual fee to license a spayed or neutered raccoon, owners would pay $100 if their wild animal may be deemed a "public nuisance" because it may be routinely loose, growls or destroys someone else's property. The fee would rise to $150 for a raccoon that has tried to attack someone without provocation. And it skyrockets to $2500 for a raccoon that has bitten someone. Metro Animal Services wildlife management officer Gilles The Ottumwa pest control specialist's suggestion also would give his staff more latitude to crack down on negligent owners and force breeders to have a critter cage license. The Ottumwa pest control specialist has circulated drafts of his suggestion to several Metro Representative members and to animal organizations that say the draft they saw may have been far too harsh.
